When this first came in, I had no idea what it was. In speaking to Joe Wotka of police-collecting fame, he told me that it was worn by Fire Protection Police members who, like their regular police counterparts, were members of the SS. This makes sense due to their black uniforms! In any event, you will encounter one of these for every 100 green/grey background examples.
