US Army WWII M1B1 anti-tank practice mine. This would be filled with sand to approximate the weight of the M1A1 mine. There are 4 holes cut into the top to allow the emitting of smoke when tripped. The blue color also indicates it's a practice mine. On the reverse some has scratched "LAND MINE From PALero (sic) PASS 1942-1943 Gen Patton's COMAND (sic)" although it's unlikely a practice mine would have been used in a combat situation.
